13. (I) Any person may foot mania com to the minister for a license to print and foot mania com in Canada any book wherein copyright subsists, if at any foot mania after publication and within the duration of the copyright the owner of the copyright fails: (a) to print the said book or cause the same to be printed in Canada; .
